Total Specific Solutions (“TSS”) has completed the acquisition of Cipal Schaubroeck, the leading software supplier for local governments in Belgium. Together with Total Specific Solutions, Cipal Schaubroeck will continue to empower its customers in taking concrete steps towards their digitalized future. With the acquisition of Cipal Schaubroeck, TSS has completed its fourth acquisition in the Belgian market.
Cipal Schaubroeck is an integrated solution provider for predominantly Flemish (local) governments, provinces, OCMWs (Public Centers for Social Welfare), police zones, and social housing organizations. Cipal Schaubroeck has a wide variety of software solutions to help its clients improve their digital service levels for Belgian citizens and to help public organizations enhance their internal processes. The full-service HR/payroll solutions optimize multiple HR processes, ensuring that the monthly salary payments of many civil servants are processed on time. Based on its expertise in security, hosting and data management, Cipal Schaubroeck enables data to remain safe and secure. With a team of over 600 FTE, Cipal Schaubroeck is a full-service partner for its loyal clients.
Han Knooren, Group CEO at TSS: “We are very pleased that such a renowned company as Cipal Schaubroeck has joined TSS. Cipal Schaubroeck complements our local government software providers that are active within several European countries. PinkRoccade, for example, delivers innovative solutions on the Dutch market that are very similar to the software solutions of Cipal Schaubroeck in Flanders. Based on our global best practices, we have been able to implement many innovations and improve the service levels of our Dutch clients. Although there are obviously some differences between the Belgian and the Dutch local government market, both companies can learn from each other by sharing best practices and insights. This acquisition can therefore be considered a benefit for both Belgian and Dutch inhabitants. In the Belgian press, I read that Cipal Schaubroeck is also referred to as ‘la veille perle’ (‘the long-lasting pearl’). This perfectly summarizes our perpetual long-term view of our TSS software companies; we are an owner for life, and we never sell. TSS General Manager Abdelmoula Salah and I look forward to working together with co-CEOs Nico Cras and Dirk Verstichele and their team as an autonomous business unit of TSS in Belgium. Together we will continue to build the best software solutions for the Belgian governments of the future.”
Abdelmoula Salah, General Manager at TSS: “I am looking forward to bringing together the market and innovation expertise we have inside our groups. With our already existing local government companies in Portugal, France, and the Netherlands, we can add the leading Belgian software company to our portfolio of specialized local government software providers and modernize European municipalities. We believe that nimble companies that are close to their customers and understand their needs and challenges will deliver real value and can adapt quickly to changing needs. Cipal Schaubroeck is a great addition to our group, and I look forward to learning more and continuing their successful journey as part of TSS.”
Nico Cras, co-Managing Director of Cipal Schaubroeck: “We were looking for a new partner to continue our growth. In TSS, we found a perpetual owner. TSS buys and holds forever, providing Cipal Schaubroeck with a solid foundation to embark on the next part of our journey. Over the years, we have built a solid reputation in the Belgian local government sector. We are a well-known name in the public sector. As part of TSS, we retain the brand that we have carefully built over the years. This demonstrates to our employees, clients, and the market that we remain committed and are here to stay. With TSS, we have found a partner to help us realize our future growth ambitions. Through the exchange of knowledge and best practices within the TSS Academy program, we are now realizing our shared vision of building governments of the future.”
Dirk Verstichele, co-Managing Director, Cipal Schaubroeck: “We will continue to invest in our existing software and services portfolio and enrich our products with new ideas, functionalities, and technologies with the support of TSS. Because we are now a part of an ecosystem of more than 1000 worldwide vertical market software companies, we can learn from each other to provide an even better service for our customers. This investment will also give us a new stimulus and dynamic to expand our gov tech story in Flanders and beyond.”
